Parking Rules and Regulations

Nichols College Department of Public Safety

The complete parking rules and regulations for academic year 2007/2008 are as follows:

REGISTERING YOUR VEHICLE
1) All vehicles MUST be registered with the Public Safety Office prior to parking on campus. Vehicles without a valid Nichols College Parking Decal will be considered "un-authorized" and will subject to being booted and/or towed at the owner's expense.

2) Parking Decals for the 2007/2008 semesters will be $150.00 for ALL resident and day commuter students.

3) GPS students are required to register their vehicles with Public Safety but there is no charge for registration.

4) Faculty/Staff are required to register their vehicles with Public Safety but there is no charge for registration.

5) The fine for NO PARKING DECAL DISPLAYED is $50.00. All decals must be displayed on the driver's side of vehicle - either rear window or side windows. Note: decal should not be placed under deep tinted windows.
Note: Massachusetts' vehicle registration requires one form to be filled out. Out of state vehicles MUST fill out two registration forms.

LOT ASSIGNMENTS
Each parking lot is labeled with a sign and "color code"  for that lot to match the color of assigned decals.

Cars will be assigned to one of three zones as follows:

NORTH: This is the upper campus, which includes lots B, C, and D. (Behind Conrad, Library, Admissions). These lots are designated for faculty, staff and commuter students ONLY. Faculty/staff will continue to have their traditional green and white sticker and commuters will receive a silver decal for 2007/2008. ONLY these stickers will be allowed to park on the "north" sector.

EAST: This is the side of the campus with Budleigh, Daniels and Remillard residence halls. The students who are housed in these residence halls will have a orange decal. ONLY these students will be allowed to park on this side of the campus.

WEST: This is the side of the campus with Olsen, Kuppenheimer, and Shamie residence halls. The students who are housed in these residence halls will have a yellow decal. ONLY these students will be allowed to park on this side of the campus.

ZERO TOLERANCE POLICY
Public Safety will continue to enforce all parking rules and regulations with a "zero tolerance" policy. Violations will be issued to any/all violators of these rules and regulations. Parking is permitted in "authorized spaces" which means between two parking lines. Parking on grass, dirt or gravel is prohibited.

APPEALS POLICY
The Appeals Board will consist of a member of the student body, a faculty or staff representative and the Director of Public Safety (or designee). The Board will meet monthly to hear/review any/all appeals. The decision of the Board is final. Violations must be appealed within fifteen (15) days of issuance.

The violator then has ten (10) days to pay all fines in the form of cash, check, bank check or credit card. PAYMENTS WILL NOT BE ACCEPTED at the Public Safety office. Payments must be made at the Business Office in Conrad Hall during business hours (M-F 08:00am to 04:00 pm). Violations that are not successfully appealed or paid within the 26 days will subject the vehicle(s) in question to being booted and/or towed after the first violation in a semester.

IMMEDIATE TOWING
Vehicles parked in Handicapped spaces, No Parking Zones, Fire Lanes or any non authorized parking areas will be subject to immediate booting and/or towing.
There will be no notification made prior to towing. A log will be kept in Public Safety of any/all vehicles towed and a copy of this log will be faxed to the Dudley Police Department when towing operations are completed.

BOOTING/TOWING
Vehicles with one (1) or more unpaid violations in a semester, or that are parked in restricted areas (mentioned above) will be subject to booting and/or towing. Vehicles that block other vehicles from free movement will be subject to being booted and/or towed. Vehicles that block dumpsters will be subject to being booted and/or towed.
If a vehicle is booted for any infraction, it will be the owner's responsibility to pay all outstanding violations (see payment methods above) as well as the booting charge. The booting charge will be $50.00 for the first offense, $75.00 for a second offense and $100.00 for the third offense. Upon receiving the 3rd offense the student will then banned from parking on any college property.
Any vehicle that has the boot applied has four (4) hours to come to Public Safety. After four hours, the vehicle in question will be towed at the owner's expense. Also, all fines for booting will remain applicable.

Nichols College or the Department of Public Safety assumes no responsibility for damages to booted vehicles. Also, any damage to the boot in an attempt to remove the device will result in the owner of the vehicle being responsible for payment of damage charges to the boot.
Similarly, Nichols College assumes no responsibility for any towing or storage fees or any damage to the vehicle as a result of it being towed and/or stored. It is your responsibility to contact the towing company to make all arrangements for any/all charges and retrieval of the vehicle. The towing service provider may vary from time to time. The Public Safety Department will maintain a list of vehicles that have been towed from the property as well as providing a fax to the Dudley Police department with a list of vehicles towed.

TEMPORARY PARKING IS NOT PERMITTED
There will be NO temporary parking in any non-approved areas including handicapped spaces. Vehicles being loaded/un-loaded MUST be parked in a legal space.
Only vehicles with proper Department of Registry of Motor Vehicles authorization and that are properly placarded with "authorized Registry decal/placard" will be allowed to park in handicapped spaces.

VISITOR PARKING
All visitors/guests must register their vehicles with Public Safety and obtain a hanging tag for that visit. Simply come by the Public Safety office at Alumni Hall (lower level) provide the make, model, color, license plate number and state, and the location where the vehicle is parked. Visitor Vehicles not registered with Public Safety are subject to all rules and regulations of Campus Parking. The Nichols student assumes all responsibility for his/her guest's vehicle(s).
